That rule is probably like the 12 hour & 24 hour no flying rule.
In other words, they are good ideas, but to follow them would result in major economic inconveniences. So they dont get enforced or followed a lot.
Especially not on dive boats, and equally especially not before leaving resorts.
There is reality, and there is a perfect world, and its definitely not a perfect world.
