Generally speaking, if you are someplace public or semi-public where you might be in possession of fish or game -- such as any boat or shoreline area -- then DFG has authority to investigate and search without a warrant to enforce the fish and game laws. Betchart v. Dept. of Fish & Game (1984) 158 Cal. App. 3d 1104.
