How could it be insignificant? Whether you are using it during a 15ft safety stop or on the boat for a few minutes during the surface interval, wouldn't it still increase you offgassing of nitrogen and thus reduce you residual levels before your next dive. While it may be better during a stop, does that mean it would do absolutely no good on the surface?
