A six month VIP is simply that. There is no such thing in the PSI manual and Bill High knows what he's talking about. If there is any question about the condition of the tank, you either tumble it or condemn it outright. Cylinder deterioration is progressive.
I once had a guy at SC tell me I needed a VIP on a tank which had been hydro'd less than 12 months before. I laughed in his face.
