Given the questionable competence of the aforementioned shop this is probably the right diagnosys. Nevertheless, even though a passing grade is pleasing, we should consider both sides of the equation.
Either due to experience, inexperience, or other motives, some inspectors will be inclined to rate a pass a borderline tank while others will be inclined to fail it.
How many of you have ever received a pass rating in visual or hydro where you might question its integrity? For example you have the knowledge to inspect it yourself or you failed inspection in 2 or more shops until you found someone who passed it.
