You are absolutly correct. I went to my local dive shop in the valley and some kid drained and opened my tank. I waited and saw what he did.
He did look inside at the bottom but that was the extent of the inspection. Didn't check the neck or the threads for cracks or corrosion. Makes me wonder what people will do for money.
