The reference is that the Navy does give up rights to many wrecks, including the "Moody", which I assume is the reference that "Melvin" referes to. All the destroyers at Honda were sold for salvage more than once, primarily to have them removed from sight so the Navy would not suffer further embarassment. etc, etc, etc.
By the way, Who the hell is HuH. Anyone that doesn't have the integrity to post under a name that the rest of us would recognise is not only a fool but a coward and certainly not worthy of any significant recognition.
