La Jolla Cove is one of those places where when the viz is good, it is awesome. And when the viz is bad it's really bad (5').

Your best bet for good conditions is to head North toward the Orange bouy, drop down in the light kelp, keep heading toward the bouy underwater, spend some time at the rockpile near the bouy, then head back South. The viz after you get out to about 35fsw toward the bouy usually opens up quite a bit. Hanging out at the rockpile, you will often be swarmed with fish.
