Tides don't always change around 9. Sometimes, they change around 11.
Just kidding, tides change constantly.
In SoCal, the early morning dives are better because the wind chop will not have set in to limit light and visibility.
That being said, if you want to know the best time to hunt bugs, you want to dive at dusk or dawn.
