Here is the answer to my own question. I have asked some dive tech's and they told me the best time to dive is 1 hour after high tide. I picked up a tide book from the local dive shop so now I will be up to speed the rest of the year. I'm heading out to refugio tomorrow morning, and I will post my dive after I get back.
