Weather or not a boat supplies tank and weights is not the point. Everyone may not be so aware and has a right to ask that question and get a yes or no answer. I have been on the Mr C once. The boat and the Capt. appeared to be safe. The crew were curtious. The dive was ok. I will say this, bring your own food and drink, otherwise you would be better off starving. If I had to grade the boat it would get a C. If they would just not provide any food or drink, they would be better off in my opinion.
