What wording in the contract you signed makes you feel you are entitled to a refund? Does it state that tanks are supplied? If you were in doubt whether tanks were included and the shop didn't call you back, you should have planned for that contingency and brought one. IMO, no refund unless the shop somehow didn't fullfill their obligation in the contract.
