I wasn't able to open the link that Chris posted due to some error or another, but I noticed a lot of kelp with white splotches when we were at west-end Catalina in mid-August. Here's an example:

Almost looks a little like the powdery mildew we get on the leaves of pumpkins we're growing for Halloween (though I'm sure biologically completely unrelated).
