It was clearly implied when you said "About the only dive boats that do provide tanks are tourist destinations and cruise stop points."

The Lois Ann provides nice heavy steel tanks, and even soft lead weight belts if you want. Plus nitrox fills at the standard price.

Up here in Monterey, the Cypress Sea, the choice for the experienced divers, the same steel tanks and nitrox availability (more variable than LA which generally sticks to 32) are there. The other big boats also provide tanks, and not just AL80s.

In short, you speak for LA, not for CA boats, of which you have limited experience. Just like the original poster.
