The PST HP 80 is the same ~3 lbs neg. bouyant as the PST LP 80 (ref. http://www.pstscuba.com/aacom.htm), but weights 8 lb.s less.

You're right, you did point out about moving weight from the backplate to the weightbelt, but I stand by my assursion that with the ditchable weight, neutral BC, and a High Pressure tank, my rig weighs less on the surface (schleping to/from the water), and handles both the safty-stop, and BC failure cases.
