I think you have a point with the effect of pressure on neoprene. However, if I am not totally off, I also think that solid rubber is heavier than water (jet fins come to mind, or my crushed neoprene drysuit ;-)), so the buoyancy inherent in neoprene would come solely from bubbles.
While I learned that even solid rubber would compress under pressure, the compression is rather neglibible, so we are looking at the bubbles only.

I am going to test this on my neoprene sleeve that I slide over my dive light for added buoyancy. I should be able to measure without doubt the effect of pressure on it. Wait until the end of September for results.
