What is the cause of the present poor visibility?

Visibility today at Corral Beach in Malibu was 15 ft at the surface and 2 ft at depth. Sunday at Escondido we again had 15 feet at the surface and 1 ft at depth. Other divers report similar conditions at Leo Carrillo. Does anyone know what produces this phenomenon and what is it called?
