I had another friend say the same thing a couple of days ago, that it was really green, kind of foam, lots of large particles and was "oily" looking...a friend who is an oceonographer explained that when the big waves came in, it not only stirred all the stuff up, it also emulsifies some of the kelp, and with this you get the really foamy green stuff, and lots of interesting stuff floating around...
