But Ken, had this drill not been done in the ocean, this man may possibly still be alive today. Even if an instructor feels this is an absolute necessity to teach, why is a pool demo not enough? There are plenty of other activities in the world were actual emergency drills are not done but only lectured on or simulated in a safe environment. When several people die from this drill, it should be obvious to all that we need to reevaluate whether this technique should be continued. Simply explaining the procedure in detail and testing on it should suffice. Or just have students swim horizontally in a pool using the same technique if need be. If someone does not have the IQ to grasp this drill via a video, lecture, pool demo, and a test, they should be given a "C-card" in the first place as far as I'm concerned.
