My dad and I used to do quite a bit of fishing from a private boat in the Half Moon Bay area. Things were generally quiet until the fog started to roll in, then it started to sound like an evening at my college apartment. The party boat captains (not all of them mind you, but more than a few) would blaze away at "sharks" anytime they thought they could get away with it. Customers don't pay to reel in heads.
I'm surprised this hasn't caught up with these guys. DFG has been running a *huge* undercover op the last year or so, and has filed some really serious charges.
