Why are you trying to justify it so hard. What is your point. This is about the Marine Mammal Protection Act. If you annoy me or get in my way should I shoot rubber bullets at you. Well of course not. Why not? We both no the answer to that. This is no different. To try to tell me you understand the sea lion well enough to hold it to some other standard that meets other criteria is stretching things a bit far I think.
