One of the things beaten into our heads here in San Diego after Mia Tegner was that you do not go back in the water after ommitted decompression stops. If you're going to get bent, do it on the surface at that point and get yourself to the hospital.

That said, all of these things are a bit squishy... being offshore (or were you right at Catalina?), perhaps putting the person back in the water with a couple safety divers attached to them is a better plan?? Back in the water without safety divers right there sounds like a bad idea -- and a reason to get you sued if something happens since you told the person to go back down.
