It's commercial only. You can use baited hoop nets though.

Other than using your hands (free or SCUBA diving), you may also use baited hoop nets (different from traps) from pier/shore/boats to catch lobsters. The primary difference in a hoop net vs. a trap is that the net sits flat on the bottom, and the lobster comes to the bait and starts gorging away. When you pull on the rope, that is when the flat net turns into a basket, somewhat trapping the lobster, otherwise, the creature is free to move in and out of your 'hoop net'. The commercial traps are a one way highway... you (the lobster) can come in... but he can never leave.
