All you have to do is look out from anywhere at Heisler Park to see commercial lobster traps placed well within the reserve. If you or I were to pull a bug out of there, we'd have to run the guantlet of DFG, Lag. City Animal Control, and the Lifeguards (who'd also nail you for lacking a buddy/snorkel)
