The environmental group you are referring to is, I believe, the PSG (Pacific Seabird's Group).They have on their website the petition they've filed with both the State and Federal gov. regarding establishing protection. Unfortunately, I don't have Acrobat 5.0, so I can read it, but if anyone else is interested, I've included the link below. In the mean time, I've emailed them to see if they can send me the info in a format I can read.
