What you saw could very well be a needlefish. Years ago (mid 80's) there was an isolated population living in the San Gabriel river. At times they would venture out to the breakwater, then make their way back to the warm water environment of the river. A actually saw a 3" juvinile in the river which is evidence that they spawned there. Over time, we have had isolated populations of round hering, huge mullet, pompano, and bonefish, sea turtles among others.

Funny thing about the batrays without tails, the farther from the coast you go, the fewer of them you see...
