There was a study done and it found that a skill to be performed effectively in a stressed situation had to be performed at least 19 times before it became a conditioned response. So basicaly the answer to your question is you can not. This is actually the premise to the argument that favors solo diving. Your premise that scuba diving is dangerous may not be so. You should look at it from the point of view that there are certain inharent risks that come with diving, the leading being drowning. If that being the case how can I minimise the risk to increase the safety. With this approach you may be able to say recreational diving is safe.

ps your question as to annualy refreshing is worthless. To really see why take a look at why S-Drills are necessary and why they are performed so often.
