I've heard people relate our California Kelp Forest to a Rain Forest. You wouldn't fly over dozens of helicopters dropping in hundreds of people to trample through Rain Forest that you were trying to save with their near extinct species of animals. If we are going to do this reserve thing we should do it right, set them aside. If this plan works the surrounding areas will start to flourish and as you said " As a whole (and I mean divers (hunters and photo dwibs)and fishermen)" will benefit.
