Yes, but your argument is about habitat destruction. Do divers feed the kelp? Ever seen anyone feed a lobster or a moray eel? Evidence would suggest not.

If there were areas around here that were getting "dived out" like some of the more delicate coral reefs in tropical waters, I would have no problem temporarily closing them to give them a chance to rebound (they've done this to great effect in the Bay Islands of Honduras - the most famous example being "Mary's Place", a very narrow passage that just got hammered by divers. They closed it for a few years and it's better than ever now. And open to divers again who are escorted through the area with close supervision). But I just don't see that happening here.
