It is one thing to have laws, and another to effectively enforce them, especially that you may need A LOT of resources to enforce them.
In the 'animal farm' example, coyotes had minimal impact, but there were MANY MANY of them. Resources are better spent on controlling the wolves, as they are FAR FEWER, but cause FAR MORE damage.
A rough (very very rough) guesstimate would suggest that for every 100 recreational guy, there is no more than 1 commercial guy (actually, I think it's more like several thousand to one, but lets stay VERY conservative), so you have a 100 to 1 ratio of commercial to rec.
Now, the 1% causes 98% of the damage....
Some rough methematics would suggest (~50*~100 = 5000) that eliminating one wolf would have the same effect as eliminating 5000 coyotes.
I would send ALL MY COWBOYS after the wolves... Wouldn't you?
