First, Compact Flash doesn't work with the 4040. so that's easy.
The Oly 4040 is very good to start with without any external strobre. In fact, if you have not shot underwater before, I recommend getting to know the camera first before adding the strobe.
As for whether you need it, well, go to underwaterplanet.com. All of the Bahamas gallery shots, and the large majority of the Catalina shots were taken with the internal strobe.
Also go to digitaldiver.net for more examplesof UW photog. with the internal strobe. The oly internal strobe is one of the best, and I usually had to actually turn it down.
Like bob said, better for clear water and close up.
