When I was in Kenya in 1988, the guards had
bolt-action WW-I Lee-Einfelds (sp?). The ivory
poachers had AK-47s. Then Leakey the younger
took over as Game Commissioner, got he guards
some firepower and orders to shoot poachers on
sight. Poaching went WAY down.

Yes, there has to be enforcement.

At Pt. Lobos, which is a no-take zone, we divers
occasionally have to remind a fisherman of where
the boundaries are, but there isn't any serious
amount of poaching. And there are lots more and
bigger fish inside the reserve than a half mile at
Monastery Beach or a mile away at Butterfly House.
The savvy fishermen know this and (quite legally)
work the boundaries closely, like 20' outside.
