There has been some good reasons offered as to why the reserves should be open to non-hunting divers. I haven't seen a decently supported reason why non-hunting divers should be barred.
I did stumble on another reason to support non-hunting access. The motto of the National Park System (I think). It describes well what the philosophy of public land use should be and should apply to the reserves. The motto is "A land of may uses".
