OK, so maybe it is an exaggeration, but when you count c-cards you will find that there are some of us with quite a few in our wallets. I have three from the mid 70s (NAUI, NASDS and LA County)and a smattering in later years including 4 from PADI.

If you dive long enough and take classes often enough to stay current, you can end up with a collection of plastic cards. I do not know how typical this is, but I'd be careful not to assume that every cert equals a new diver. I would not count every non-O/W cert as an avid diver either.
