It scares me to think that I am about to agree with Brad on this, but we do need better take limits on our forage stocks, especially if they are just being shipped overseas.
I also agree with Steve on the breeding programs. I've said it many times before the right answer isn't just reserves, but reserves with completely revamped take rules for commercial and rec and breeding programs to improve the hatch survival rate. I think that is what youu would call a fishery management program. Something totally unfamilar to CA DFG.
