The Santana winds come from the Northeast and basically blow all the smog kept in the LA basin by the usual inversion layer out to sea. The good news is that it tends to flatten the sea and cause an upwelling of cold, clear water. You sweat a lot putting on your drysuit, but you'll need it underwater. :-)
