This behavior ensures the perpetuation of the strongest genes. Furthermore, in most other species, one dominant male can fertilize many females and I would imagine this would be true in lobsters too.
On the other hand, perhaps the upper size limit could apply only to females, thus ensuring greater genetic diversity.
I would be interested in helping research the value of an upper size limit and, if the science supports the thesis, helping to change the regulations.
