yes, the santa ana (santana) winds always cause the brown cloud, but if the winds are strong enough, the cloud will blow away off shore. the winds are caused by a high pressure air mass parked over the great basin states. when the pressure mass is stationary for a while, the winds can last for a few days or weeks. when this happens the cloud never has a chance to build and the air stays clear. you should see it when the santana winds have been blowing for a week. it is gorgeous, nothing like it.
