The $13,000 definitely hurts. However I'm glad you got a nice dive in for consolation.
I'm not quite sure where the sin was. The white lie to get around a ridiculous regulation I personally would not count as a sin. I'd give you a few points for pulling it off successfully.
I hope your boat works soon, 13K is a great deal of investment for no return.
