So you would employ Otters to keep the urchin in check? That's a very inefficient way in my opinion because the otter will choose to eat whatever it pleases including any and all shell-fish no matter what size or type. An fishermen or private hunter could harvest a precise take as Seahunt has suggested.
If urchins are indeed devastating our southern kelp forests as you claim why aren't we doing something about it?
