Over-rated? Maybe what you mean is that they exceed the minimum standards as opposed to failing to meet the minimum acceptable rating. If this is not what you meant, you are probably just blowing smoke.

I have breathed from both regs and they both do a good job. I am a bit of a Scubapro fan, so if it was me, I would go Scubapro. My 20+ year old Scubapro is still my favorite reg. It remains servicable and is tough as nails. Parts are free forever, too. This means periodic servicing is less expensive.

I think it really comes down to what one wants in a regulator. If you want one that you will use forever, Scubapro seems the choice based on the fact that they have lasted forever already. The Atomics will probably also last.
