I'm kinda leaning towards a cooler clime back in the days of the historical high otter populations. Cooler water temps would mean an extension of Central coast conditions (higher oxygen content, greater ecological productivity) down to Baja and Pac Northwest conditions perhaps down to the central coast(?).
