I read your original post more thoroghly. The whole fishing lic. with ocean game sticker cost an even 20 dollars I think, (16 for lic. 4 for sticker), and I think it must be purchased for the sate you intend to use it in. I don't think you can ocean enhance your arizona lic. but I may wrong. I buy mine from my local dive shop and I think just about all dive shops sell them. As for getting Lobster, I'm not too good at it but I've gotten a few. I like to compare lobster hunting to trying to pull an unwilling cat out from under a house. Same level of difficulty and determination.
