Victor, I wouldn't count on the dive boat canceling the trip at all. That would mean money out of their pockets! If the conditions are too high seas for cortes banks, then the crew will more than likely just take the boat to an easier location. Check the swell maps here:

Theres a spot on the map out to sea, approximately 119 LONG. and 32.5 LAT. where you can see larger waves than the surrounding area, thats cortes banks.
