I've heard that from too many divers to count, but as I've said elswhere in this BBS I'm probably too ready to believe anything I hear that sounds reasonable. By sounding reasonable I mean, I can't site you any studies, but isn't that a general characteristic of the more simple invertabrates, break them in to tiny pieces and the tiny pieces grow into whole ones again? So many simple invertabates do that already, urchins would not be unique.
