Just what authority does a DM have?

I overheard a conversation with a DM this weekend and one of my crew about a diver. Before I tell you the story I would like to know if anyone has proof of any certifying agency that tells their DM's they have any authority on or off a boat.
This means telling a diver he/she cannot dive. Has to dive with a buddy. Does not have the right gear, ECT. I would like the pro. Not a he said/she said. I have seen, in a Naui Hand Book for DM's that they only have the authority to advise the diver to do something, or try to talk them out of doing something.
