Tim, the only "gray area" of authority would be on a dive club charter in which the club furnishes the DM and a member diver violates one of the club's diving rules. Other than that, you be da boss. Interesting, in the UK a charter boat skipper is only legally required to transport the divers to the dive location(s) and return them to port safely. Actual diving procedures are the responsibility of the DM, a job that's rotated among the divers. Maybe the bloke you overheard was a Brit!
