I totally agree with your handling of the situation, however: who, what, and where "requires" an advanced C card to dive an oil rig? Don't you mean, suggests? Oil rigs, wrecks, caves, and other OE's were dove long before non-legislative, non-legally binding diving certifications were even invented, let alone inforced. How would you have handled the situation if the divers demanded to dive the rig? Stop 'em at gunpoint? Just curious.
