DM needed for a beach dive?

With all this talk about DM on boats, I thought I'd ask if having a DM on an organized beach dive for a dive club is needed. I've heard some say it would be useless, and some say we would need a DM for legal reasons (not sure what they meant by legal).

Any thoughts would be appreciated.
