Tim, the amount of gas remaining in a diver's tank apre a dive has to be considered on a case by case basis. A qualified, experienced diver returning with a few psi is no big deal, but a newbie returning with next to nothing is a whole 'nother situation. A good DM can size up a dive group fairly accurately, knowing in advance the various skill and experience levels. These low on air incidents relate directly to the dumbing down of basic instruction by the "leading" cert agencies.
